Lan Fawr and Bryn Rhudd Energy Parks Consultation Update

The non-statutory consultation for the proposed Lan Fawr and Bryn Rhudd Energy Parks in Ceredigion has now closed. Over recent months, local residents, businesses and community organisations shared feedback on environmental considerations, traffic, community impacts and future engagement. This feedback will help shape the next stages of design and inform preparation for statutory consultation planned for late 2026.

Consultation overview

Our first round of non-statutory consultation for Lan Fawr and Bryn Rhudd Energy Parks concluded on 18 December 2025. We would like to thank everyone who took the time to provide feedback and engage with the process. Your views are a vital part of shaping the proposals as we move into the next stages of design development and preparation of the draft planning application.

Throughout the consultation period, we engaged with local communities, specialist consultants and key stakeholders to share information and gather views on the emerging proposals for both energy parks.

How the community took part

People were able to take part in the consultation in several ways:

  • Feedback channels – Email, telephone lines, Freepost responses and an online survey.
  • Community drop-in event – 92 people attended a session at Llanddewi Brefi Community Hall to view indicative plans, ask questions and discuss the proposals.
  • Online webinar – A virtual session allowing participants to share views remotely.

To date [22 December 2025], we have received:

  • 84 formal responses through consultation and feedback channels
  • Additional emails and comments submitted throughout the engagement period

What we heard during the consultation

Several key themes were raised by respondents:

Traffic and access

Concerns about construction traffic passing through local villages such as Pumsaint, and the potential impact on road safety and pedestrian access.

Environmental considerations

Questions and concerns around potential impacts on wildlife, including red squirrels, bats and red kites, and how biodiversity would be protected and enhanced.

Community impacts

Issues such as shadow flicker, noise, and potential impacts on private water supplies.

Engagement and communication

Suggestions for wider and more targeted engagement in communities including Cellan and Llanfair Clydogau, improved access to information in harder-to-reach locations, and clear communication as the projects move into statutory consultation.

Digital survey feedback

Alongside the non-statutory consultation, a separate digital survey was held to gather wider community views.

  • Around 370 people responded
  • Respondents included local residents, businesses and community representatives
  • Participants represented a broad age range, with most living within a few miles of the proposed sites

Key themes from the survey

  • Support for renewable energy – Many respondents supported generating clean energy locally.
  • Landscape and scale – Some concerns were raised about turbine height and visual impacts.
  • Ongoing engagement – A strong desire for regular updates and clear communication as the projects progress.

Community benefit priorities

Respondents shared a wide range of ideas for how community benefit funding could support local priorities. Suggestions included:

  • Support for Young Farmers’ Clubs, Ysgol Henry Richard, Café Dewi, and Cylch Caron
  • Improvements to facilities for young people and older residents
  • Investment in healthcare and wellbeing, including Bronglais Hospital and mental health charities such as DPJ Foundation and Mind
  • Conservation initiatives, particularly around Cors Caron Bog
  • Support for local heritage, including Strata Florida Abbey and churches
  • Enhancements to leisure centres, local schools, Lampeter University, and community hubs in Tregaron and surrounding areas

What happens next?

This consultation marks the beginning of an ongoing engagement process. We will continue to keep communities informed and provide further opportunities to have your say throughout 2026. Feedback received will help refine the proposals as we move into detailed design and prepare for statutory consultation in late 2026.
